Parcel protection is coverage that refunds or replaces a shipment that is lost, damaged, or confirmed stolen in transit. It is a commercial arrangement with the carrier or a third-party provider, and it has to be bought and claimed within a deadline.
Coverage is not the same as a policy
Carriers include a small default liability on most services and sell declared value above it. Third-party providers underwrite the same risk, usually cheaper on volume and usually with their own claim rules. Either way the coverage protects the shipper, and the shipper is whoever bought the postage, which is a detail worth confirming before you need it.
Claims fail on deadlines and on evidence far more often than on eligibility. There is a window that starts at the last scan, and there is a list of what a claim needs: the tracking number, the value, and usually a photograph for damage. Build the habit of filing the day a parcel goes quiet rather than the week a customer complains, because by then half the window is gone.
Coverage is separate from your reship policy, and the reship policy is what your customer actually experiences. Decide in advance what you do when a parcel is scanned delivered and the customer says it never arrived, because that case is not covered by anyone and it is the most common one. Whatever you decide, it is your call: you are the merchant of record, so the refund comes from your account rather than the warehouse's.
